Dr Vinaye Ancharaz
Executive Director, NPCC
Dr Vinaye Ancharaz is the executive director of the National Productivity and Competitiveness Council (NPCC) since June 2025. In this capacity, he leads programmes aimed at enhancing productivity across all segments of the Mauritian society: enterprises, the public service, students, youths and women. His vision of the NPCC is that of a high-level think-tank that generates innovative ideas and policies for the sustainable development of Mauritius.
Dr Ancharaz has previously served as a consultant to various international organizations. His past appointments include senior positions at the International Centre for Trade and Sustainable Development (ICTSD) in Geneva, the African Development Bank, and the University of Mauritius, where he was a senior lecturer, and Head of the Department of Economics.
Dr. (Mrs.) Vijayelaksmee (Vimi) Goorah
Lead Innovation, Entrepreneurship and Advocacy, National Productivity and Competitiveness Council
With over 20 years of dedicated service at the NPCC, Dr. Goorah is a seasoned expert in driving productivity, creativity, and innovation. She possesses a proven track record of implementing successful consultancy projects across enterprises, the education sector, and wider communities.
Her expertise encompasses strategic planning, Balanced Scorecard, Lean management (including 5S and Gemba Kaizen), project management using the Logical Framework Approach, impact assessment, and Design Thinking. To date, she has led productivity improvement projects in more than 200 enterprises across both private and public sectors.
Dr. Goorah is a certified ILO SCORE Trainer and SIYB Trainer. She successfully conducted a feasibility study for the United Nations Technology and Innovation Lab for the UNDP in Mauritius. Her consultancy experience is extensive, ranging from senior management to workers at the grassroots level.
Shalini Mathaven
Lead Productivity and Competitiveness Learning Centre, NPCC
With over 25 years of experience in training and consulting, Shalini Mathaven has worked with various SMEs and large enterprises to achieve higher productivity and competitiveness. She has successfully implemented improvement projects across diverse industries, helping businesses streamline operations and strengthen financial performance.
As Lead of the Productivity and Competitiveness Learning Centre, she has overseen the design and delivery of more than 200 courses, reaching over 15,000 participants
Her expertise combines international best practices with local business realities, ensuring practical, results-oriented solutions. With a focus on practical solutions, she helps organizations apply proven productivity tools to unlock their growth potential.
